This bill would require that all light- and medium-duty vehicles procured by the City after July 1, 2025 be zero emission vehicles such that all light- and medium-duty vehicles in the City’s fleet are zero emission vehicles by July 1, 2035. This bill would also require that all heavy-duty vehicles procured by the City after July 1, 2028 be zero emission vehicles, such that all heavy-duty vehicles in the City’s fleet are zero emission vehicles by July 1, 2038. Further, this bill would require that all motorcycles in the City’s fleet are zero emission vehicles by July 1, 2035. The requirements to procure zero emission vehicles are subject to certain exceptions, such as cost, availability, and lack of charging infrastructure.... show more

This bill would require an online citywide equitable development data tool with citywide, borough wide, and where statistically reliable data is available, neighborhood level and community district level data. Data would be provided for six specific categories, and be disaggregated by race and ethnicity, where available. Racial equity reports on housing and opportunity would be required for certain land use applications, using data from the equitable development data tool. The substance of racial equity reports would vary by application type, but all would include a statement of how the proposed project relates to the goals and strategies to affirmatively further fair housing and promote equitable access to opportunity. Residential projects would state the expected rents for market rate and affordable units and the incomes needed to afford them without incurring housing cost burden. The equitable development data tool would provide the race/ethnicity for such households.... show more

This bill would require the Departments of City Planning and Small Business Services, in coordination with the Economic Development Corporation, to develop a citywide industrial development strategic plan. The plan would need to be completed every eight years and include an overview of city policies to support and grow the industrial sector, an analysis of industrial sector economic trends and the role of the sector in achieving key policy objectives such as the transition to green energy, identification of citywide goals and strategies to support industrial development, analyses of specific economic and land use data, and recommendations for priority job sectors, reform of financial incentives, land use, capital investments and workforce development.... show more
