What does Eric Adams have the authority to do?

The Mayor of New York City is the chief executive officer responsible for managing the city’s administration, policies, and budget. The Mayor appoints and removes commissioners for over 40 city agencies, such as police, fire, education, sanitation, and health, and sets the agenda for city policies and budget priorities.  Regarding budget management, the Mayor creates a preliminary budget each January and works with the City Council on how to allocate funds, adjust programs, and determine the size of the city workforce. The Mayor also handles wage and benefit negotiations with labor unions. The Mayor works to get the city the funding and laws it needs by building relationships with state and federal lawmakers, including the Governor. The Mayor can propose new laws, veto City Council legislation (unless overridden by two-thirds of the Council), and put in place important policies such as those related to public health and labor. The Mayor plays a key role in zoning, land use, and housing decisions by proposing citywide regulations and overseeing the Uniform Land Use Review Procedure, which affects development projects and neighborhood changes. This influence shapes the city's development and urban planning.
